silverbytes, you can easily submit to both. Google wont penalize you for submitting to them. If you're listed in dmoz - don't submit again.

However submitting to Google probably wont do you any good. They'll find through links to your site anyway.

If you could get banned from submitting to Google, I think a lot of people would submit their competitors sites ;)
