The same happens here in Portugal, and some ADSL providers stopped accepting new signups, because they said they were loosing money. They had to pay most of the $ to Portugal Telecom (who owns the infrastructure). Some controversy here...

So they are making their own infrastructure, using UMTS (up to 1500 kbps) or Powerlines. A lot of things are going to change here...
