The DirectHit technology is based on click throughs - the more clicks you get the more likely you are to stay in the top. There is no pay-for-play, just the users opinion. :)

I know nothing new of the Kvasir/looksmart deal as of today.
All I know is that Kvasir will be using Looksmart as their directory provider in the future, and right now the directory submission feature is turned off.
