It has the potential to come back to life, given all the work put into it. The problem is that, from a business perspective, there's little it can really offer compared to other, more profitable ventures that most organizations are working on. It needs to be sold for a few 100k (its not even worth that much, imho) to a small team, that can really make it viable. For starters, that should mean recruiting and retaining good editors, while also creating an evaluation process to weed out the corrupt ones.

On top of that, maybe even creating an internal PPC engine with minimal text ads...that would be enough to retain 5-7 full-time people who can resolve basic problems, like disaster recovery and programming issues. Once that's done long-range planning can help turn it into something more web 2.0ish where it can be a mix of editors/visitors who run it.
