If one of my sites was so overloaded it kept doing 500s when people tried posting, I'd add some text to the submission page along the lines of:
"we're sorry but current demand for use of our submission service is overloading our servers and causing users to experience error messages. Please be patient and try re-submitting, but please wait at least twelve hours between submission attempts."
It would take only minutes to do and would keep thousands of people from tearing their hair out, as they are at the moment.

Just a suggestion.
