You want 2 different URLs with the same content (the actual post or posts within that category)?

You can remove the /category and /tag from the URL structure (the Yoast SEO plugin lets you do this). Then your link structure would just be sitename.com/your-category-or-tag/your-post-url.

Not 100% sure what you are asking here.

sitename.com/category/business - a category page that displays all "business" categories"

And you want a secondary category page:

sitename.com/custom-keyword/shopping

Where "custom-keyword" is defined by you and "shopping" is a category? Or is "shopping" the post URL?

I think tags would still be your best option if you want a custom folder name for groups of posts.
