Well, thanks for the insight and the related link is very useful.
Ban would mean suspend user's account for some definite time and deletes means accounts goes offline forever.

Personally, I think ban shouldn't be for lifetime and any account whatsoever shouldn't be deleted at all. If they do censor at discretion or (their) rules then why not organisations and government censor them at discretion and rules.
