Sorry, I didn't actually answer your question about 'penalties', just don't over do it with keywords and retweets, there is limited mileage in replicating tweet activity through internal accounts so focus on communicating with the outside world and you will see better results.

Yes you will get penalised if seen as spam but you will have to do a lot of it.
