For this situation people are already connected with a project and the idea is to use twitter as a non-intrusive way to let them receive updates for the project.
The problem is that many tweets will be ignored by default by the receivers. For example, the tweets will be in multiple languages. Someone from Germany will only be interested in the German language tweets, maybe the English languages ones but certainly not in the tweets in Chinese, Arabic or Russian. Besides the language, tweets will be about different topics and in general most people will only be interested in listening to tweets from one or a few topics.
My idea was to let people subscribe to lists like @project/de-topic1 for the German tweets about topic 1, @project/en-topic3 for the English tweets about topic3 etc. But unfortunately this doesn't seem possible with twitter.
The only other option I have currently found is using RSS feeds which can be fully user customized, but that requires the use of an RSS reader at the user's end.
