A facebook page is created by a single person. A recent change allows multiple people to administer the page for the firm. No longer do you use a personal profile for a business page (they now forbid it).
I would create a dummy ID for the firm as a back door into the page. Then with this ID create the page. Have other admins at the client friend the dummy ID. Then from that ID's friends (a requirement) add them to the various admin levels (there is one level for the marketing folks to see stats). Do this for your own facebook ID too.
Once the initial add of admins is done set the dummy ID to only be visible to friends. Then change the dummy ID's email address to some evergreen mailbox at the client as a means of them 'owning' their page.
