Without knowing your business, I'll just make some vague comments and suggestions. I hope they apply to you. I haven't used Facebook Offers yet, but I'll share some thoughts about offering discounts in general.

I agree with AlbertMora; the offers must be what they are already interested in buying.

Offers should be handled the same way you'd use traditional coupons.
They reward two groups of potential customers: 1) the new customer who has never dealt with you before, but is enticed to by the offer, and 2) the loyal customer who actually looks for good deals at your business specifically.

The first group responds best to really big discounts, offered seldomly. It's the crowd that Groupon hits hardest.

With your Facebook "likers" you'll be hitting the second group - the already loyal.
With that group, it's most effective to give smaller discounts, more frequently. Little discounts, every few days, or perhaps a little offer on a different item every day.

The philosophy is: Reel'em in with huge bait, then keep them around by offering nibbles.
