facebook can follow people all around the web, even if they dont visit facebook. loads of sites have facebook buttons and comment boxes on. im sure they can be used to track people, just as im sure google tracks you through analytics and the other stuff they've got installed on sites. they still deliver targeted ads without you having to be signed-in to google.
