In order to get a fan page or business page, you have to collect a certain number of fans first, unless they have changed this. I paid to have a facebook business page, and this is what I recall. Seems like its 25 or 30 fans. Then you are able to give it a url name and add more page content.

not sure what this is about, i set up a business page entirely for free and without any fans, i was also able to give it a unique url. perhaps the stats they show you might change once you get 25 fans or so.

you need a personal page in order to make a business page, however to other users the pages seem entirely unconnected.
