Typically, though, it IS the actual users (who were targeted) that trigger the review/ban. In fact, this is one of the primary defining characteristics of all major social networks when it comes to policing their networks; it's the users (not the engine) that defines what is 'popular', what is 'neutral', and what is 'spam'.
That said, and to give you the benefit of the doubt... and depending on what we are talking about... maybe you are having trouble with the true FB filters? (i.e. you are sending out too many auto generated actions, your are leaving an unnatural/obvious footprint, you aren't using proxies, you are trying to create a closed loop network inside theres, etc.) ...so I'm afraid I need you to clarify what you are doing if you want help identifying the trigger.
Another, high level thought is you might want to try 'make fans' by less intrusive ways... you can't really force someone into being a fan. Sure, if you want to whore something all over, you'll get some fans. But the real magic happens when you make a TRUE fan, and then you use FB tools to CONNECT with that fan. Because FB tools were created to only make the CONNECTION to the 'fan'... not actually CREATE 'fans'.
Don't mean to get all 'high and mighty' on you, just want to get the obvious stuff out of the way...
