Went back-and-forth a couple times w/ the kind people at Facebook, and got a couple answers...

The first answer was pretty much straight from the help center. The second answer was that you can't target connections unless you're an admin to the page. (This one's pretty self-explanatory from the Fb ad interface...but getting closer...)

I finally got the following explanation:

"...the targetable Likes & Interests you see in this list are automatically detected in users' profile content, and in the titles of Groups and Pages they're connected to. If a term isn't on the list, it means that it isn't currently appearing frequently enough for our system to detect it..."

Makes a bit more sense... And, I definitely suggested the ability to manually suggest pages for inclusion so Fb could make more money off of me!
