Vbulletin is good, but existing software can definetly be coded well enough to beat vbulletin or any other script-code available in market today..
(Content + Domain Age + Trust + very less SPAM... definetly matters for webmasterworld)

You need to have idea, coder/developer can acheive the same :) maybe much better then vbulletin + vbseo.
(morever, some of vbseo url structure is copied directly from webmasterworld ;))
