Thank you for your reply. I finally got it. If you a software that runs from a restricted drive then it will be able to access its contents, but the problem was that in order for the screen saver to work and access the images it needs to create an XML file in the user "App" folder.

After the XML file get created or copy in the proper location the screen saver start working right away. I talked to the screen saver developer and submit the feedback to change the screen saver as registry key and I hope one day they do it.

Now before I lock down the PC I login a the kiosk user check the screen saver setting for the XML file to be generated, log out and lock down the PC.
