Why would MS need anyone else to raise the money ? ..no way they do..so any noise about partners is either just noise..or if true is an attempt at a way around any monopoly problems with legislators in other jurisdictions not liking MS owning Y all by itself..

Arguing against a friendly neighbouring government owning one of the big three "engines" would be politically embarrassing ..but then again the US might be much more willing to sit down for that one than if it was some govt dept other than the US getting involved with buying MS or G..

Left field and not what it is supposed to seem to be though if true , because MS most certainly has the money it needs all by itself..
