No need to save your VM's. MS has a page with IE6/7/8/9 loaded on an O/S encapsulated in a VM wrapper that times out in 180 days. Adding that app to block IE 10 installation is all you will need to do for your IE 9 VM's.

Micrrosoft provides a free Internet Explorer Application Compatibility VPC Image [microsoft.com]. These are pre-configured VirtualPC images that contain different versions of IE for web developers to test in.
