My understanding is that it's a partial transfer. You're probably better served if you can have site owners change their links to the new site. BUT, I'm a bit careful, probably overly careful, in that I believe those links are going to be seen as new and treated as new, and possibly not trusted as much. It just seems that new links can take months before rankings are stable. So not sure if that's a link thing or not, but I think of it that way. But in the long run I think you're better served with direct links over redirected links. Hope that's not too much information for ya'. ;)
