Hi,
if all your websites are hosted on the same CLASS C IP, you may not get the much advantage. Now if all the websites are new they itself require to prove their authority to search engines. Whenever each one has not passed the quality test by search engines they will have low value of their outbound links. The conclusion is that; You need to work on all the websites to make them a QUALITY WEBSITE.

LINK WHEEL IS NOT A GOOD PRACTICE, AVOID IT AT ALL COST.
