I think that is the point. I think that Lame_Wolf DOESN'T want to reciprocate links with freebie hunters. I think that he feels the freebie hunters probably wouldn't have a good enough site for him to link back to in the first place.

I think his advice is geared toward those who do have quality sites but are not sure the best way to go about requesting link exchanges from other quality sites. He doesn't want those people to spend all their time and money creating a quality site and then end up shooting themselves in the nether regions by writing a really spammy link request email that gets automatically deleted.
