I agree with what you say, but your asking way to much from an effort point of view.
If you want my attention, then go to my site, find out who I am, read my conditions. They are all there, plain and simple.
Most link hunters are teenagers desperate for links, doing link swaps and speed of results is foremost in their minds, so expecting them to trawl through some 'conditions' is intolerable and encroaches on their time.
Also stating they have to be controlled by your conditions is too dominant, if I saw something labelled Terms & Conditions I wont bother doing the exchange with you on the basis of me being forced to read through a pile of text - how do you think that makes me feel as a person? Its just a free link swap, not some million dollar biz deal.....
You never know 'who' has just landed on your site, they could own the biggest, traffic driven website with a million visitors a month, and you just drove em away with a bunch of silly rules.
