Are link pages on your website completely dead in the water?
Ask four SEO's and you'll get six opinions...
Are you talking about reciprocal links? Or are you just talking about one-way linking out to other sites from one page?
Some people will tell you that reciprocal links still help. Some people will tell you they are useless. Some people will tell you they can actually HURT your rankings.
I would suggest that any site you link out to should be of high quality, related to your site, and that the other sites that link to that site (the one you will be linking to) are good quality as well.
I need help re: links
Well, this is the right place to read. I would scrutinize any post by martinibuster or wheel, since they both seem to know their link building forwards and back.

That is the library for this thread, where there are some very good posts from the ages that have been kept there.
But there seem to be two key requirements to getting links WITHOUT having to pay for them:
1) Have GREAT content*
2) Tell people about it and ask them to link to it
Google will tell you that #1 is most important, but a lot of people who make a living based on their SEO skills will tell you that #2 is more important.
*I read a funny article last week by a an SEO expert titled something like, "Just make great content so you can buy links to it"
