Page is a not externally linkable

Hey there, Everyone:
I was thinking about how people often use peer approval as a shortcut when making decisions (i.e., "Everybody else is doing it - I probably should, too!").
I was wondering if anybody has leveraged that by putting a note on their page where they list particularly famous sites that actually link to their page, such as:
Linking Policy: You may link to this site if you would like. It following organizations are currently linking to this page: abc.com, def.com, ghi.com, etc...
I think it would have the benefits of:
1) Reminding people that linking is a good thing, and
2) Telling them that this is a worthwhile page because lots of authority sites already link to it.
Anyway, would love to hear if anybody has ever tried that before, and what the results were.
