More importantly can it impact Google Search rankings in a negative way?

While the content does look like it could be popular, it does look like it would be syndicated (read, duplicate) content, meaning that not only would it appear on your site, but also on lots of other sites.
generally, google frowns upon duplicate content. However, with panda, there seems to be no consensus on WHAT google wants nowadays. So to me, it seems a bit risky.
If you are willing to take the risk on a domain that you wouldn't be upset if the rankings tanked, then you might try it.
But for a long term business model, I don't think it would be a good idea to depend on free content that all your competitors would have the same access to.
