The full PR doesn't necessarily pass. Aside from the trivial fact that PR is shared by all the links on the page, there is also a depreciation of the link due to factors such as it's location on the page, and other factors. Two links can be on the same page and pass different amounts of PR. There is no "all things being equal" approach to the question.
