Inbound links, you take the risk (live by the sword, die by the sword, etc). But there's potential reward there.Maybe Google penalizes you, maybe they don't and you rank better.

Outbound links on the other hand, you've removed any doubt from Google's mind about what you're doing. No way would I ever link outbound as part of a link building service.
