Wheel, I agree with both your points...

I think the formula works better with PR1-PR3... PR4 and above I think would be worth more.

Also, industry factor would help... Maybe a 2.0 factor for finance, credit, poker, travel, etc down to a .25 factor for less profitable content like stamps, boy scout information, etc.
