Page is a not externally linkable

We have a client who is a small science related company, with about 18 pages and a news area that updates about 3 times a year max. The site is fairly static and they already have links in a few directories. However I'm stuck to work out how best to build some more links apart from a) doing competitor research, b) trying to do article submission or c) buying some from an inventory. Google say that good content will attract links, but for a small (undynamic) company the content may not actually be that widely interesting. If it's mainly salesy, does anyone have any tips for this sort of link building? Unfortunately the blogs, free ideas and list type methods are probably not relevant here. Thanks in advance. A
