one way links are of course superior, though it depends on the relevance of the page and the site from which they comes, as well as the anchor text.
reciprocal links are ok, as long as they are not "excessive" and looking unnatural to google.

so a mix of both, with major emphasis on incoming one way links from quality sites/directories/blogs/article sites etc are the best...
