Yes, and that's a silly idea. I manage some sites that intentionally create valuable deep content for their industry. Then they actively pursue those deep links. The number of links these pages get means high PR internal pages that spread their happy PR throughout those internal pages. Sometimes an internal page ends up with more PR (and more page-views) than the home page. That's a good thing, but some people can't step out of their linear, physical-world ideas. Would they want search engines never to send them any new traffic to an internal page?
