This is an ongoing problem, VillageIdiot. Sometimes people are greedy jerks who have no intention of ever linking, but, more often, they get busy on another project and messy link maintenance details don't get done. (I've got a site right now that has 300+ link requests pending - I'm working through them, but I'm sure it's frustrating to those hoping for a link.)

My advice, having been on both sides of this issue: First, send a nice e-mail pointing out that they promised a link, but you haven't seen it yet... would they kindly follow through.

After a couple of weeks, I'd hit them with a more stern e-mail, suggesting that if they don't eithe reply or fix your link, their link will be deleted. After a couple more weeks, I'd either send a FINAL NOTICE e-mail or just delete the link. It's almost like collecting a bill - start off polite, but eventually let the other guy know you mean business.

If the link is particularly valuable, e.g., a PR 8 site, you might want to try a telephone contact or some other means. If it's not important, whack it and move on.
