Out of 100 link requests maybe I'll link to only 1 or 2 websites because the rest are below my quality guidelines or unrelated. The 1 or 2 links are in my opinion earned even though they are reciprocal. Hopefully Google realizes this too and differentiates between link exchanges. After all they were here before Google existed.
