You will not be penalised for having a links page, by the Search Engines. What you do get penalised for is having a FFA links page or being associated with 'link farms' and other similar ventures. A link farm is where you place a link to everyone on a list that you are given and then they all do the same. It won't matter what you call your page, if your associated with either of these two practices - the big engines will know!
