Not if there's an invitation on their links page for link suggestions, with a specific email address or online form to fill out, with instructions on how to format their recip on your website. Many link pages have clear instructions, including the PR of your page that they want, or even a request to please not email them.
On the other hand isn't every link request an 'Unsolicited Email'...?
