Don't buy high PR links. Buy lots of low PR links with anchor text. Try to stay away from run of site links.
If somebody sells you links that are supposed to be on a particuler PR and tells you the sites you better check them. I have bought links and then come to find out the PR droped on the pages. The broker did not tell me and had no plans to tell me. They did fix it as soon as I complained but I don't think they keep up with it.
