my recommendation:

get more links. don't put all eggs in one basket. So, if some bad guys are cheating you, you still get benefits from others.

To avoid being cheated by "de-link" after you link to them, I would suggest you to try some reciprocal link script like linkautomate, etc.. I am using linkautomate and think it is good as it allows me to set checking frequency. Then, if someone cheats me, it will take their site off immediately and sends an email to ask for relink. It saves me time.

also seek links in yahoo directory and dmoz. from experience, if you get links in these 2 directory. u at least get a PR4 or 5.
