No, quite the opposite. Google is heavily favoring quantity of links (with anchor text) over quality.

I wouldn't worry too much about PR. Google has almost entirely stopped using PR as a factor in scoring. I guess this is because webmasters figured out that anyone can get a PR6-7 with a little bit of cash.

Also, don't forget that INK is going to be powering Yahoo! and MSN at some point not too far off. INK uses link pop in their algo, but not PR.

IMO, INK will be almost as important as Google pretty soon. Since their is no harm in having inbound links from any source, I would take them all.
