Is it possible that after asking more then 4,000 sites to excahnge links with me, i came to a point where i have trouble finding new links partners?

For instance, if i focus on "Jewelry" theme, and search for new links partners by actually entering other sites' links page that focus on Jewelry, i find that every 3rd site i come across with, it turns out that i already asked them to swap with me. ( of course i don't ask again since my system notifies me that i already asked them for a swap). that's a huge waste of time.

How many links partners do u think exists out there?

Is there a good strategy to find new links partners?
