First I've heard of it but the announcement is vague. Since the fix isn't scheduled till the next release, sometime next week, it doesn't sound like it can be anything so awful.

It was the European Commission which had to fine Microsoft about a billion dollars for essentially the same thing the US Justice Department fined them over a billion dollars for: illegal anti-trust behavior. Browser choice is part of the settlement for illegal monopolistic activities.
