It takes 4 times longer because IE is already started as more or less an internal process when windows starts, that's one of the reasons IE is intrinsically more insecure than a standalone browser like Firefox or Opera. When you start firefox, you are starting a complete standalone program. But how many times per computer session do you need to turn this on? One should do it, then with tabs you just add more pages to your single interface.
