I use a program called Sizer, which adds a right-click menu to ALL programs that show a top bar in Windows. It allows very easy changing of the screen size to a variety of common settings, such as 800 x 600. What's more, you can input your own sizes. So you can have one to place a window exactly half the size of the screen, and another to fill the remaining half. Great for viewing two windows, aligned perfectly, at once!

Plus, when you drag a window in, it displays the exact size.
