1: most often reported by people using some sort of proxy. Not sure. I _never_ get it Tedster. Other people say they get it infrequently like you do. I think the developers are stumped on it.

The only time I see it is with animated gifs when I have animation off.

2: All popups in MDI mode should be resizeable (no other way to do it in mdi). I don't know about SDI mode.
