Alrighty . . the fix (appears to be) in. ;)

Looks to be a Norton Personal Firewall settings issue.

Opera did not appear in my list of "approved" executables.

Norton > Personal Firewall > Configure > Programs > Manual Program Control > Add Program

Added Opera.exe.

Voila! Opera is Opera-tional.

FWIW, somehow during the download and first run multiple instances of Opera.exe were initiated. That resulted in an inability, for whatever reason, for me to shut down my PC. I ended up doing a hard (push the botton stupid) shutdown and restart. Took awhile on the restart, no particular errror message. The first thing I looked at after the restart was for evidence that Norton recognized the presence of Opera. There was nothing there - in the Norton UI - to indicate that it recognized OR blocked Opera, so playing a hunch I simply told Norton that Opera was "good". ;)
