phranque mentioned "movable type" and "twiki" recently ..both perl based ( smaller base smaller target )..might be worth you taking a look at ..But if you aren't looking to enable comments..hard coding flat HTML will do the job..blog doesn't have to mean CMS..I know of at least one widely used system behind "blogs" that most users do not enable comments on..

You could look at dotclear..gandi ( the biggest French registrar use it for their blog, they are also highly skilled hosters, and know a bit about security ) I don't use it, but it is another to maybe consider..HTH :)
