In my experience i start from my own template cms which give meta tage, image upload,page add/removal not forgetting back up as i have done (brochure site) then just change your overall page image, i use photoshop, i can now have a 9 page brochure up and running in 5 minutes once the image is is completed use a text editor and let the customer play with the center as most i come accross now want to do.
Then just add products / gallery db from there.
