Unless you're planning to do anything requiring a lot of extensions/plug ins, I'd recommend going with Joomla! 1.5.

For a start, the 1.5 back-end is easier to understand for someone who's not used Joomla! before, and 1.5 is a big improvement on the 1.0.x series.

While it is possible to upgrade from 1.0.x to 1.5, it's not something to be undertaken lightly and I wouldn't recommend a beginner try it. Go with 1.5 if you're just starting out.
