Or alternatively, it's because the browser developers didn't do their job properly. In fact that's almost certainly the case because you can specify font sizes in pixels and Opera and Firefox will still enlarge and decrease the size of the text.

Absolute font-sizes should be as resizable as relative font-sizes are.

AFAIK only IE can't make this happen.
