A site is accessible unless a webmaster deliberately takes extra time and effort to build in barriers to accessibility.
So... a perceived lack of accessibility means that the webmaster "deliberately took extra time and effort" to not provide the various additional services and content...? Creating the original content takes greater time and effort than "just" creating the original content and additionally creating the extra content and software accommodation...?
